you've seen, and the polls show it, the romney/ryan ticket has momentum. the polls have tightened in recent days following mitt romney's performance, where he obviously won that debate. there's a lot more attention here. if joe biden is able to perform very well -- and he's a pretty good debater. if he's able to perform pretty well perhaps he can stem some of that momentum, at least dampen a little criticism heading into the debate next week in new york, buy the president a little time. if paul ryan clearly dominates in this debate it will be seen very much as a one-two punch and that will just mean more momentum. >> they've been, as we call it in college, cramming. how have both of them been preparing? >> reporter: yeah. it is like cramming. i think it's sort of like going back, studying for -- one aide told me it's like studying for the s.a.t.s in the middle of a campaign. they go over a lot of briefing materials. they're brushing up on domestic and foreign policy, getting to certainly know each other's positions on everything. there's a lot of sort of time spent aalone where th

performance versus governor romney and ryan were for posterity. opportunities, a revitalization of the free market situation. it's a very clear contrast. bill: i asked governor strickland how much debate number one set back their momentum. he kicked it to the side and i expected him to with regard to that. what do you think that first debate did in order to shape and define the race that leads us to tonight in danville. >> i think that that debate certainly energized the campaign and gave governor romney a great deal of momentum. i don't think there is any doubt about it. i think people saw that governor romney was very much in command of the facts, more so than the president was. he made a very compelling argument for how he can get the economy moving again e. tkeufd it in a way that was very respectful for the office of the presidency without being inch dim natured by the man who holds the office e. dead it in way that a lot of americans had respect for. i think it was a terrific performance. the important thing was the underlying substance. governor romney has a view of posterity. bill:

and how the romney-ryan team will turn things around. what he has to be careful about is to make sure that whatever he says is going to be in sync with the top of the ticket because some of ryan's positions have been slightly refuted by mitt romney who has made it clear that he is at the top of the ticket and it is going to be his policies that will rule. for vice president biden, he has to whip up the enthusiasm. he also will be trying to make sure voters know that president obama has accomplished something in the past four years. he will try to spell it out just as he did at the democratic convention. and biden will have to be careful not to make one of his famous gaffs. >> he is a great debater on the senate floor but has been known to make a few boo boos for lack of a better word. >> reporter: well, certainly as reporters will be looking forward to whatever he has to say. discipline with respect to mitt romney's positions. ryan of course has put forth some budgetary proposals that romney has said listen, i'm the guy in charge, i'm going to be the one who will make sure that the policies that are in place will be my policies. so ryan is going to have to make sure he is in sync with romney. but all in all, you know, romney has the momentum now and we'll see how it turns out tonight. >> you talked about the strategy. we are watching the presidential debate and there weren't too many sparks flying in that debate. do you think that's going to happen in this one? >> well, you know, you can always count on vice president biden to say something interesting. the question is, whether he will have to perhaps back away from it later on. he is renowned for his gaffs but we also know that biden is a very, very experienced politician. he has been in the senate for a lot of years. he knows how to debate on the floor of congress and he made a very spirited defense of the obama record at the democratic convention. expect the same thing to happen here tonight. >> do you t
, comparing with that of romney and ryan. steve. >> so romney and ryan do have somewhat different plans. we talked a lot in the debate last week about taxes. this is the spending side of the equation. to kind of lay out apropos conversations we had earlier in the show about what ryan and romney each believe about spending, let's start with kind of an overview of where the three people would like to bring spending over the next ten years. the 20-year historical average is at about 21%,ed red line that you see across there. obama would like to have spending end up at 23%. romney and ryan both want it down at 20%. so there's a clear difference, and they all agree on where it should go. what gets interesting is as you dig into the detail of what gets cut, and you'll see some very, i think, fascinating differences among these guys. so on social security, as you heard president obama say in the last debate, the three guys are actually in the same place. they want to spend the same amount on social security in the next ten years. when you get to medicare, romney and ryan are in the same place, but
